Who is eligible?

The HEEP program is available to existing higher education facilities within the SCE, PG&E, SDG&E, or SCG service territory who pay the Public Purpose Program surcharge, and are owned, operated, or occupied by:

  • University of California
  • California State University
  • California Community College

How does the program work?

The HEEP Program merges both new and established concepts to lower energy bills and grow energy efficiency. HEEP takes flexible incentive options and adds them with the traditional deemed, custom, and meter-based offerings along with our longer-term Strategic Energy Management (SEM) offering. Each participant will have a dedicated CLEAResult account manager to support them through their entire HEEP participation from start to finish. These knowledgeable managers will assist participants in achieving energy efficiency, including completing program participation requirements and identifying sensible solutions that meet their budgets and facility needs.

The program is available in Southern California Edison Company (SCE®), Pacific Gas and Electric Company (PG&E®), Southern California Gas Company (SoCalGas®), and San Diego Gas & Electric Company (SDG&E®) service areas. SCE, on behalf of itself, PG&E, SCG, and SDG&E, has contracted with CLEAResult Consulting Inc. (CLEAResult®) to design and implement an energy efficiency program and to deliver the resulting energy and demand savings to SCE. The HEEP Program is a statewide program for qualifying higher education non-residential customers. Customers receive services and/or compensation directly, or indirectly, from CLEAResult based on an agreement between the customer and CLEAResult. None of the investor-owned utilities (IOUs) recommend, endorse, qualify, guarantee or make any representations or warranties regarding the services, work, quality, financial stability or performance of CLEAResult or any of CLEAResult’s distributors, contractors, subcontractors, installers of products, or any product brand listed on CLEAResult’s website or provided, directly or indirectly, by CLEAResult. Prior to entering into a Customer Agreement, customers should thoroughly review the terms and conditions of such Customer Agreement so they are fully informed of their rights and obligations under the Customer Agreement, and should perform their own research and due diligence, and obtain multiple bids or quotes when seeking a contractor to perform work of any type. None of the IOUs is a party to, or a guarantor of, the Customer Agreement, has any contractual obligation, directly or indirectly, to the customer, or is liable for any actions or inactions of CLEAResult, or any distributor, vendor, installer, or manufacturer of product(s) purchased. CLEAResult is responsible for meeting their contractual obligations to SCE. If CLEAResult fails to meet their contractual obligations to SCE under their agreement with SCE, SCE may have the right to terminate the agreement between SCE and CLEAResult.
